Kishan Kumarsingh is the Head of the Multilateral Environmental Agreements Units at the Ministry of Planning and Development, and has been Trinidad and Tobago’s lead technical negotiator under the United Nations Framework Convention on Climate Change (UNFCCC) for more than twenty years.

He has held several key positions within these negotiations including vice chair and chair of the Expert Group on Technology Transfer, 2004-2005 (EGTT), the Chair of the Subsidiary Body for Scientific and Technological Advice, 2006-2007 (SBSTA), the co-chair of the Ad Hoc Working Group on the Durban Platform, 2013-2014 (ADP), which was the body charged with negotiating the Paris Agreement under which he was able to successfully table and adopt a decision on Nationally Determined Contributions or NDCs, now the bedrock of the Paris Agreement, as well as chaired many negotiating sessions on mitigation, adaptation, technology transfer and budget issues under the UNFCCC. He was the climate change advisor to the Minister with responsibility for the environment and the Prime Minister for the Commonwealth Heads of Government Meeting in 2009 and the 15th Conference of the Parties to the UNFCCC in 2009
He currently leads on climate policy coordination at the MPD.
